Have your say on the 2nd Replacement Local Development Plan
A public consultation has been launched on the Council’s Preferred Strategy for its new Local Development Plan, which will be used to determine what kinds of development can take place in Caerphilly County Borough between now and 2035.
A series of in-person and online events will be held as part of the six-week public consultation, which runs until Wednesday, November 30th.
The Preferred Strategy sets out the policy framework that will inform the development of detailed policies and allocations that the Council will use when determining future planning applications.
It sets the framework for how land can be used, which parts of the county borough will be maintained as open space or designated for residential, employment, retail, waste, mineral development, community, and tourism purposes.
During the Preferred Strategy consultation window, site promoters can submit additional candidate sites for consideration as part of a second call for candidate sites. These will be assessed to determine their suitability for allocation within the Local Development Plan.
A candidate site is a site submitted to the Council by an interested party (e.g., developer or landowner) for potential inclusion as an allocation in the 2nd Replacement Local Development Plan (LDP). The first formal call for candidate sites took place between 1 July 2021 and 31 August 2021 and the sites submitted as part of this process are included within the published Candidate Sites Register. It should be noted that the submission of a Candidate Site does not represent a commitment on the part of the Council to take the site forward into the 2nd Replacement LDP.
Comments on the Candidate Sites can be submitted during the consultation window. These can be made through the Candidate Site Register, which is published as part of the consultation.
Cllr Philippa Leonard, Cabinet Member for Planning and Public Protection said “The Plan sets out the vision, objectives, strategy, and policies for managing development in Caerphilly County Borough and contains a number of planning policies, making provision for the use of land for housing, employment, retailing, recreation, transport and more.
The LDP seeks to ensure that there are enough new homes to meet the needs of growing communities within the county borough while also providing fresh infrastructure and facilities and drawing in fresh economic investment to the area.

Officers will be available on an appointment basis at Tredomen House throughout the consultation period. Appointments can be arranged by contacting the LDP team.

The deadline for comments or submissions to be received by the Council is 30th November 2022. Please note comments cannot be accepted if they are received after this date.
