Welsh business consultants save Caerphilly Council £20m in less than two years

Caerphilly County Borough Council has saved over £20 million in under two years, following a strategic partnership with transformation consultancy Perago.
The team has also created a roadmap that Caerphilly Council can use to save a further £45m by the end of 2027.
The work, which began with a two-day discovery workshop, has enabled the council to rethink how it delivers services; unlocking efficiencies and creating space for better prioritisation of spend.
Rather than a traditional cost-cutting exercise, Perago focused on improving the way the council operates, ensuring paid-for services were being fully utilised and there were more streamlined plans in place for reducing unnecessary expenditure.
Victoria Ford, Managing Director of Perago, explains how the team approached working in partnership with the council:

The Perago team worked with Heads of Service across the council to uncover inefficiencies and opportunities for improvement.
The insights gathered from this work led to a clear roadmap for transformation—one that focused on delivering better services while reducing costs in a responsible and sustainable way.
As a result of the savings, this work has created headroom for the council to prioritise investment where it matters most, from improving frontline services to enhancing support for vulnerable residents.
